    USTA uses the age as primary criteria for level. I proposed to some USTA personnel don't go by chronological age but developmental/tennis age. USTA is realizing this. Generally U8 does 36, U10 does 60 and 78/green, U12 does 78/green and yellow. Florida does all u11 green and u12 yellow.

      Sounds like you got your answer (USTA NE does use ball type in titles). Just go to tennislink and look up individual tournaments. Check specifications on use of balls/courts. Inquire whether courts are lined or taped.
